Barbara Lee Officially First Black Woman Mayor, Promises Leadership in a New Direction

Barbara Lee officially became mayor of Oakland on May 20, 2025, becoming the first Black woman ever to be elected to that position by the city. The city looks to Harris, who has spent decades working for progress and is a former congresswoman, at a key time.

Lee’s inauguration comes after a special election took place following the recall of Mayor Sheng Thao because of federal corruption charges. On this day at Oakland City Hall, Lee began a "new era" by highlighting the value of working together and staying strong. She said, "Oakland’s contribution is disproportionately large, thanks to its strong will and diversity."

Upon taking office, Lee must manage a city facing a huge budget shortfall, rising crime, homelessness and not enough housing. Decreased tax income and greater expenses in law enforcement and pensions are the reasons the city faces a budget gap.

In answer, Lee has set out a 100-day action plan to speed up the building permit process, encourage partners in the community to improve public safety and handle the problem of illegal dumping. She has endorsed a possible 2026 tax on parcels that would help fund public safety.

For more than three decades, Barbara Lee has served as a U.S. Representative for California's 12th congressional district. Many remember her as the only Congress member to vote against giving the military the go-ahead after September 11.

It means both that someone new has become mayor and that Oakland is keen to lead with progress and include all residents in decision-making.
